Flooding is impacting Council Bluffs' infrastructure. Mayor Matt Walsh says underground flooding over the last 18-months has resulted in more than ten-million-dollars in sewer damage. Walsh says the city has seen sewer collapses underneath viaducts. City officials hope FEMA can help residents who experienced flooded basements with repair costs.
