A new study ranks Omaha first in the nation for having the most DUI charges. The new report by LendingTree says four-point-five out of every thousand residents have been charged with driving under the influence. That's almost ten times as many as Chicago, which is at the bottom of list. San Jose and Sacramento rank second and third for the highest rate of DUIs. Tulsa and Miami have the lowest rates.
